This is an old steam engine shed that was ablaze, it was used at this time to store thousands of bales of shredded paper. No its not a very sharp picture, using perhaps 1/15 sec shutterspeed hand held. The fireman was stationed there to keep an oil pipe from rupturing, interestingly enough the heat from the blazing paper was so hot that the roof, a massive unsupported area, you can see the thickness of the steel trusses in the picture, actually caved in, but it didn't crash to the floor, it just took several seconds to belly flop downwards, and then it did'nt crash to the floor beneath.

My goodness, what a fire!

My what detail you have captured.  I would have loved to be there.  It is sad to history burn.  How old would the building have been?

Early twentieth century 1930s perhaps.
