That is an amazing picture. I wouldn't want to be on them if there was a high wind!!!

Is that a fire escape? It would be difficult to use in this weather!

Great use of light to line out the structure. Yes, it's a fire escape. Very illegal these days, because it requires you to go past windows that would likely have fire and smoke coming out of it. They tended to be death traps in tall buildings.
