That reminds me of the displays they put up in Saratoga Springs every summer. I have quite a few pictures that I'll have to dig out. Not iron though, I think those are mostly fiberglass.
In 2003, when in Calgary, they had some statues like this scattered around the city and cows too--all life-size.

Looks like a diving suit for a horse.
It does at that! Mind you not sure which horse would use it!
