Libre (Libre means "Free" in Spanish)

I tried to change my avatar but I guess I can't because I am a newbie... is that correct? I wanted to add a signature with the link to my gallery here as well but when I try to edit my profile it only gives me options for password and e-mail change... is there a certain amount of time or posts I must reach before I can do so? Thank you! :)
